About Vic

Victor L. Ginoba Jr. is a seasoned Technical and Business Analyst with extensive experience overseeing business processes, analysis, and management within the federal contracting space. He has a proven track record of establishing and managing best practices for software operations, service delivery, and project management.

With a Master of Public Administration and a Bachelor’s degree in Information Technology with a concentration in Information Systems Security, Victor brings a unique blend of technical expertise and administrative know-how to his work.

Victor’s well-rounded skill-set stems from his distinguished military career, where he served as a Telecommunications Specialist/Supervisor in the United States Army from March 2003 to March 2007. In this role, he assembled and installed data communication lines, equipment, computer systems, antennas, and towers. He provided technical support, analyzed and resolved all communications equipment issues, diagnosed electronic unit and system malfunctions, and aligned, adjusted, and calibrated equipment. Additionally, Victor repaired radio communication systems equipment and sub-assemblies.

His military responsibilities extended beyond technical duties, as he directed the installation of equipment and services at numerous locations. Victor provided direction and coordination to LAN support groups, data wiring contractors, and the General Services Administration (GSA). He also managed and instructed soldiers in daily activities, including preventative maintenance checks and services.

In his role as a Business Analyst, Victor managed complex business requirements for highly intricate IT applications for a federal client, the United States Citizenship and Immigration Services (USCIS). He led requirements discussions with business users and subject matter experts, defining and documenting requirements as user stories and maintaining a prioritized product backlog for the software development team.

Victor’s expertise extends beyond requirements gathering. He has a keen eye for creating innovative solutions to business problems, leveraging his skills in wireframing, mockup design, and recommending cutting-edge approaches. Additionally, Victor is well-versed in the Agile methodology, leading Scrum ceremonies, including daily stand-ups, sprint planning, backlog grooming, and retrospectives.

Throughout his career, Victor has honed his skills in documenting requirements, business process flows, end-user guides, and presentation materials, utilizing a variety of tools and templates. He has also worked as an Implementation Consultant, capturing business requirements, presenting solutions, developing and testing JavaScript code, and providing comprehensive end-user and technical training.

With certifications in ITIL Foundation v3, Scrum Master, and associate in project management from the Project Management Institute, Victor brings a wealth of knowledge and best practices to every project he undertakes.

Whether it’s managing IT groups’ daily operational tasks or adhering to long-term strategic visions, Victor’s proficiency in vendor relationships, performance metrics, and product/service roll outs make him an invaluable asset to any federal contracting endeavor.
